In a skillet, brown your ground beef with your chopped pepper and onion over medium heat. You want the pepper to be tender and the onion transparent. Drain any excess fat from the meat.
Add the can of tomato sauce, tomato paste, water, garlic, sugar, Italian seasoning and salt to the beef, green pepper and onion mixture. Bring everything to a boil and then reduce heat to simmering. Simmer uncovered for about 10 minutes.
Take your French rolls and cut 1/4 inch off the top of each. Hang on to the tops because we'll use them as a "lid". Hollow out the inside of the roll, leaving a shell. You can discard the inside bread if you like, or save it for bread crumbs!
Fill each roll with 1/2 cup or so of the pizza mixture. Sprinkle the top with a little shredded cheese.
Place the "lid" back on top of the roll (this is the 1/4 inch we cut off in the beginning). Place each roll on a baking sheet. Bake at 350 degrees for 10-15 minutes.
Enjoy!
